Dubbing its agenda a “third alternative” for U.S. policy toward Iran, the Iran Policy Committee (IPC) argues that the United States must “keep open diplomatic and military options, while providing a central role for the Iranian opposition to facilitate regime change.” Made up, as it claims on its website, “of former officials from the White House, State Department, Pentagon, intelligence agencies, and experts from think tanks and universities,” IPC regards Iran as an emerging “primary threat against the United States and its allies” but says that the policy debate in Washington wrongly places in opposition military and diplomatic approaches. Instead, IPC believes these two should be combined in a strategy that calls “for change in Tehran based on Iranians instead of Americans.” The group's slogan is: “Empowering Iranians for regime change.”

IPC is led by Raymond Tanter, a former National Security Agency staffer and associate of the Committee on the Present Danger and the Washington Institute for Near East Policy; and Clare Lopez, a former CIA officer who serves as the group's executive director. Members include: James Akins, former U.S. ambassador to Saudi Arabia; Bill Cowan, a retired Marine lieutenant colonel and chief executive of wvc3, Inc., a private contractor that provides security and intelligence services to the U.S. government and corporations; R. Bruce McColm, a former president of the International Republican Institute who has been associated with a number of neoconservative-led outfits, including Freedom House and Social Democrats-USA; Thomas McInerney, a retired air force lieutenant general and former vice president of the Pentagon contractor Loral Defense Systems; Paul E. Vallely, a retired army deputy general and adviser to the hardline Center for Security Policy who coauthored with McInerney the 2004 book Endgame—The Blueprint for Victory in the War on Terror, which was published by Regnery, a rightist publishing house; Charles T. “Chuck” Nash, a retired navy officer and founder of Emerging Technologies, a U.S. military contractor; and Edward Rowny, another retired army officer who served as an arms control negotiator during the Reagan and Bush Senior presidencies.

Launched in 2005, IPC's main modus operandi is to hold a press conference, typically at the National Press Club, at which it releases the findings of its latest “white paper.” On January 11, 2007, a day after President George W. Bush announced his “surge” strategy for Iraq, IPC held a press conference at the National Press Club to announce the release of its latest paper, “How to Make the Surge Work: A Complementary Political-Military Plan for Iraq.” Arguing that Iraqi Prime Minister Nouri Al Maliki would be unlikely to meet important political milestones in quelling the violence in that country because of Tehran's supposed meddling, the IPC paper maintains that the Bush administration should find a role for “the Iranian opposition in Iraq to build a national compact among the Iraqi factions.” For the IPC, the “Iranian opposition in Iraq” is represented by the Mujahedin-e Khalq (MEK), a group that has been identified by the U.S. State Department as a terrorist group.

Less than a week earlier, on January 5, 2007, IPC held a press conference at the National Press Club at which it claimed to provide convincing evidence of Tehran's role in fomenting violence in Iraq. Under the headline “New Intelligence Points to Iran Destabilizing Iraq,” the conference showcased the work of Alireza Jafarzadeh, president of Strategic Policy Consulting and a FoxNews analyst, who claimed to have “specific intelligence” revealing the covert activities of Iran's Islamic Revolutionary Guards' Qods Force in Iraq. According to a press release on the IPC website: “Jafarzadeh, author of The Iran Threat: President Ahmadinejad and the Coming Nuclear Crisis, said intelligence he has received 'suggests a sharp increase in Iran's sponsorship of terrorism and sectarian violence, especially in the past few months. The Qods Force secretly trains, finances, and arms an extensive network in Iraq ... The Qods Force has embarked on creating a new terrorist infrastructure and is calling it 'Hezbollah' to mimic Lebanon's Hezbollah. This Iraq network operates in Basra and Baghdad and is in contact with the Qods Force and Hezbollah of Lebanon.'”

IPC's Tanter followed up Jafarzadeh's remarks to push for the involvement of the MEK in U.S. operations in the region. He argued: “One way to overcome the acrimony between the U.S. government and Sunni politicians is to utilize an interlocutor trusted by both groups. The Mujahedin-e Khalq can function in just this capacity; indeed, the MEK already engages in quiet negotiations with Iraqi factions and has excellent relations with the U.S. military.”

Earlier IPC white papers on Iran have included: “U.S. Policy Options for Iran and Iranian Political Opposition,” September 13 2005; “U.S. Policy Options for Iran: Sham Elections, Disinformation Campaign, Human Rights Abuses, and Regime Change,” June 30, 2005; “U.S. Policy Options for Iran,” February 10, 2005; and “What Makes Iran Tick,” May 10, 2006.

Since its founding, IPC has urged the U.S. government to remove the MEK from the list of international terrorist groups and advocated for any U.S. regime change strategy on Iran to include MEK as one of its main instruments. “Mujahedin-e Khalq” means “people's freedom fighters.” MEK affiliates are the Iraq-based National Liberation Army of Iran and the Iran-based National Council of Resistance. MEK also goes by the name People's Mujahedin Organization of Iran (PMOI). The public face of the MEK is Maryam Rajavi, who has been designated by the MEK as the president-elect of Iran's government in exile. She is the wife of MEK's longtime leader, Massoud Rajavi. The National Liberation Army of Iran has an estimated 3,500 members in Camp Ashraf to the northeast of Baghdad. Most observers consider MEK to have cult-like characteristics, such as requiring celibacy of its members and holding daily self-criticism sessions. Human Rights Watch and other groups have charged MEK with a pattern of human rights violations, including torture (Jim Lobe, “Neocons' Pet Iranian Revolutionaries Accused of Torture,” Anti-War.com, May 20, 2005).

IPC's first white paper, “U.S. Policy Options for Iran,” presented a strategy of regime change involving Iranian dissidents, primarily the MEK, which the report describes as “indisputably the largest and most organized Iranian opposition group.” IPC discounts negotiations with the Iranian government as an effective strategy. “Negotiations will not work,” commented Vallely, one of the IPC principals who helped prepare the report. Vallely described the Iranian regime as a “house of cards” (Anti-war.com, February 11, 2005). In addition to calling on the U.S. government to take the MEK off its list of international terrorist organizations, the IPC report advocated that the Bush administration “might encourage the new Iraqi government to extend formal recognition to the MEK, based in Ashraf, as a legitimate political organization. Such a recognition would send yet another signal from neighboring Iraq that the noose is tightening around Iran's unelected rulers” (IPC, February 10, 2005).

IPC states: “The designation of the MEK as a foreign terrorist organization by the State Department has served, since 1997, as an assurance to the Iranian regime that the United States has removed the regime change option from the table. Removing the terrorist designation from the MEK could serve as the most tangible signal to the Iranian regime, as well as to the Iranian people, that a new option is now on the table. Removal might also have the effect of supporting President Bush's assertion that America stands with the people of Iran in their struggle to liberate themselves.”

IPC has succeeded in raising support for the MEK in Congress through its Capitol Hill briefings. Although functioning as an MEK booster group in Washington, IPC apparently is not institutionally tied to the MEK. Rather, it sees the MEK, with its political and military affiliates, as the only organization with the potential for destabilizing the current Iranian regime and opening the door for change. At IPC's first news conference, Neil Livingstone, an IPC founder, explained the relationship: “The enemy of my enemy is my friend.” The IPC demonstrated its strong ties on Capitol Hill in April 2005 when it convened a briefing at the invitation of the Iran Human Rights and Democracy Caucus of the House of Representatives. Co-chairs of this caucus are Rep. Tom Tancredo (R-CO) and Rep. Bob Filner (D-CA) (Iran Policy Committee, April 7, 2005).

Tancredo raised the issue of the State Department's designation of the MEK as a terrorist organization, and IPC panelists concurred on the need to remove it from the list. Tancredo opined that the MEK was so designated not because it was involved in terrorist activities, but because the Clinton administration sought to curry favor with the Iranian regime. IPC's Tanter told Tancredo and other caucus members: “While Iran's nuclear clock is ticking very fast, the clock for a regime change is much too slow. And if Iran were to acquire the bomb before the people are able to change the regime, it might obtain a new lease on life, act to extend the Iranian Revolution throughout the region, and threaten U.S. interests in countries like Iraq, Afghanistan, Pakistan, Saudi Arabia, Jordan, and Israel.”

Tanter also presented his prescriptions for U.S. policy in Iran at a press briefing at the National Press Club on November 21, 2005. He argued: “One military option is the Robust Nuclear Earth Penetrator, which may have the capability to destroy hardened, deeply buried targets. That is, bunker-busting bombs could destroy tunnels and other underground facilities. But the Pentagon's 2001 Nuclear Posture Review states that over 70 countries employ underground facilities for military purposes, while the United States lacks sufficient means to destroy these facilities. In addition, the Non-Proliferation Treaty bans use of nuclear weapons against non-nuclear states, such as Iran. Such a prohibition might not apply as much to Israel. In this respect, the United States has sold Israel bunker-busting bombs, which keeps the military option on the table.

“Empowerment requires working with Iranian opposition groups in general and with the main opposition in particular. The National Council of Resistance of Iran (NCRI) and the Mujahedin-e Khalq are not only the best sources for intelligence on Iran's potential violations of the nonproliferation regime. The NCRI and MEK are also possible allies of the West in bringing about regime change in Tehran.

“The international community should realize that there is only one group to which the regime pays attention and fears: the Mujahedin-e Khalq and the political coalition of which the MEK is a part, the National Council of Resistance of Iran. By delisting the NCRI and MEK from the Foreign Terrorist Organizations listing maintained by the Department of State, it would allow regime change to be on the table in Tehran. With regime change in the open, Tehran would have to face a choice about whether to slow down in its drive to acquire nuclear weapons or not.”

Not all members of the U.S. right, however, look favorably upon the MEK. Prior to a large MEK-organized rally held in Washington, DC on January 19, 2006, Michael Rubin, an Iran expert at the neoconservative American Enterprise Institute, wrote an article in the right-wing online journal FrontPageMagazine.com entitled “Monsters of the Left: The Mujahedin al-Khalq.” Rubin wrote that the MEK “in public, says the right things about freedom and democracy but, in reality is dedicated to the opposite. Maryam Rajavi and her husband [Massoud] are adept at public relations and adroit at reinvention, but the organization over which they preside eschews democracy and embraces terrorism, autocracy, and Marxism.”

In a rebuttal to Rubin, IPC's Clare Lopez said that Rubin “vilified the one organization that actually has the wherewithal to challenge the terrorist theocrats in Tehran.” According to Lopez, “While the MEK's wartime actions [attacking Iran during the Iran-Iraq war] undeniably alienated some Iranians, the group's survival and ability to organize itself, and collect and disseminate key intelligence about Iran's top-secret nuclear weapons and other weapons of mass destruction programs clearly attest to an extensive base of support inside the country today. The MEK's broad level of support among the Iranian Diaspora is obvious in regular and large-scale demonstrations, for instance, in New York City to protest the September 2005 appearance of Iran's terrorist president [Mahmoud] Ahmadinejad at the United Nations and on January 19 in Washington, DC to urge referral of Iran to the UN Security Council, where seas of hundreds of waving placards with photos of Massoud and Maryam Rajavi are always prominent features.”

The January 19, 2006 rally was organized by the Council for Democratic Change in Iran, which is a front group for the MEK. The keynote speaker, by video conference, was Maryam Rajavi. Tanter was one of the featured speakers. In his speech, he said that the revolution in Iran will not be one of the nonviolent “color revolutions” likes those in central Europe. “To say that the only route in Iran is the non-violent route of Gandhi and King is to misunderstand the nature of the theocratic regime in Tehran.”

The pro-MEK rally was endorsed by two senators: Sen. Tom Coburn (R-OK) and Sen. Kay Bailey Hutchison (R-TX), as well as by the House's Iran Human Rights and Democracy Caucus and by four individual congressional representatives: Rep. Christopher Shays (R-CT), Rep. Ed Towns (D-NY), Rep. Bob Filner (D-CA), and Rep. Sheila Jackson Lee (D-TX) (Council for Democratic Change in Iran, January 2006).

In a letter to the rally organizers, the Council for Democratic Change in Iran, the co-chairs of the House caucus, said: “We believe a possible alternative to the current government can be achieved through supporting the people of Iran and the Iranian resistance ... We extend our solidarity to you and to the Iranian people and their defiance against tyranny.”

According to the Financial Times, Rep. Jackson Lee “spoke warmly” of “Sister Maryam,” during a congressional briefing on October 20, 2005, after the MEK leader addressed the congressional members and staff by video from France (Financial Times, October 6, 2005).

Another vocal supporter of the MEK has been Rep. Ileana Ros-Lehtinen (R-FL), who said that there is “wide support” in Congress for the MEK and that it will be “one of the leading groups in establishing secular government in Iran.” In 2003 Rep. Ros-Lehtinen released a letter of support for the MEK that she said had the backing of 150 colleagues, whom she repeatedly refused to identify. “Because of the [Iranian President Mohammed] Khatami well-funded campaign on propaganda, lies, and misinformation, I have decided not to release the names of these signers” (The Hill, April 8, 2003).

On May 11, 2006, IPC released a policy paper, “What Makes Tehran Tick,” which concluded that Iran's hostility toward Israel and the United States is less a result of feeling threatened or living in a “tough neighborhood” than of “the nature of the regime's revolutionary ideology.” Explaining the paper, Tanter stated: “The Islamist nature of the regime takes on enhanced importance because Iran is on the road to acquiring nuclear weapons, and there are few exit ramps along the way.” Tanter said that, “Given the Islamist character of the Iranian regime and its nuclear potential, only regime change ends the threat of a nuclear-armed Islamist Iran. Diplomacy and military strikes would only delay the onset of the Iranian regime acquisition of nuclear arms.”

The IPC believes that the Bush administration is increasingly willing to consider taking MEK off the list of terrorists and to back the organization as an agent of regime change. Several press accounts, including by the New Yorker, Newsweek, and the American Conservative, have reported that the Pentagon is already working with the MEK in intelligence operations inside Iran. Bush has alluded to MEK's intelligence work on Iran's nuclear development program, noting in a March 16, 2005 press conference that the U.S. government had received important information from a “dissident” group (USA Today, April 14, 2005).

After Secretary of State Condoleezza Rice announced administration support for an additional $75 million in aid for Iranian dissidents and anti-regime media operations, IPC's Tanter said that he saw “the door opening” in the administration to recognition of the MEK as a possible partner. But he cautioned that any support should be covert. “If the administration follows the path of putting money into opposition groups in a public way, that will only reinforce Iran's supreme leader [Ayatollah Ali Khamenei] and his selected president, Mr. Ahmadinejad,” he warned. “They will be tarred by association” with the United States.

“Other opposition groups really don't exist,” Tanter said, claiming that he had spent four months studying Iran's opposition before reaching that conclusion. “If we are serious about working with groups from within, it will have to be with the MEK, because there's no other opposition force the regime cares about” (Christian Science Monitor, February 17, 2006).

There are at least three main factions of Iranian dissidents who would accept U.S. funding: the pro-monarchists who support Reza Pahlavi, the former shah's son; the anti-monarchists and pro-democracy dissidents who, like the monarchists, oppose the MEK; and the MEK adherents, who appear to be the largest organized faction in the United States and Europe and to be also the best financed. MEK supporters currently stand to the right of the Bush administration, which has thus far declined to take the MEK off the list of terrorists. There have also been reports, notably in the American Conservative in an item written by former CIA officer Philip Giraldi, which say that the U.S. Special Forces have been working with the MEK in carrying out reconnaissance and intelligence collection operations in Iran.

Many Iranians oppose U.S. government support to Iranian groups either in the United States or in Iraq because they say such aid would help the Iranian government in its efforts to discredit all dissidents and reformers (see Bill Samii, “Tehran Opposes U.S. Pro-Democracy Initiatives,” Radio Free Europe/Radio Liberty, April 22, 2005; and Golnaz Esfandiari, “Political Activists to Steer Clear of Possible U.S. Funding,” Radio Free Europe/Radio Liberty, April 4, 2006).

14 March ‘08: B'Tselem to Mazuz:

Prevent demolition of home belonging to family of terror attack perpetrator

During the last few days, the media has reported that Israel’s Minister of Internal Security has directed the police to demolish the family home of the Palestinian who perpetrated the attack on the Merkaz Harav Yeshiva in Jerusalem. According to the media, the Minister of Defense supports the intention to demolish the home.

B'Tselem wrote to Attorney General Mazuz demanding that he prevent the demolition.

In its letter, B'Tselem pointed out that the demolition of houses as punishment is a grave breach of international humanitarian law. The declared objective of this policy is to harm innocent persons – relatives of suspected perpetrators, who are not accused of any criminal wrongdoing themselves. The demolition of houses is a clear case of collective punishment, which violates the principle that a person is not to be punished for the acts of another. Collective punishment is therefore illegal regardless of its effectiveness.

Regarding effectiveness, a committee appointed by former Chief of Staff Moshe Ya'alon found that the house-demolition policy did more harm than good to Israel's security. The committee's finding undermines the claim that Israel has used for many years, that the policy deters potential terrorists.

Background

From October 2001 to the end of January 2005, Israel demolished 667 Palestinian houses in the Occupied Territories as a means of punishment, leaving more than 4,200 persons homeless. Half of the demolished houses were adjacent to the family homes of suspected perpetrators of terror attacks.

In February 2005, the abovementioned committee recommended that the policy be stopped.. The same month, then-Defense Minister Mofaz adopted the recommendation.

POLITICS: Iran Nuke Laptop Data Came from Terror Group
    By Gareth Porter

    - The George W. Bush administration has long pushed the "laptop documents" -- 1,000 pages of technical documents supposedly from a stolen Iranian laptop -- as hard evidence of Iranian intentions to build a nuclear weapon. Now charges based on those documents pose the only remaining obstacles to the International Atomic Energy Agency (IAEA) declaring that Iran has resolved all unanswered questions about its nuclear programme.

But those documents have long been regarded with great suspicion by U.S. and foreign analysts. German officials have identified the source of the laptop documents in November 2004 as the Mujahideen e Khalq (MEK), which along with its political arm, the National Council of Resistance in Iran (NCRI), is listed by the U.S. State Department as a terrorist organisation.

There are some indications, moreover, that the MEK obtained the documents not from an Iranian source but from Israel's Mossad.

In its latest report on Iran, circulated Feb. 22, the IAEA, under strong pressure from the Bush administration, included descriptions of plans for a facility to produce "green salt", technical specifications for high explosives testing and the schematic layout of a missile reentry vehicle that appears capable of holding a nuclear weapon. Iran has been asked to provide full explanations for these alleged activities.

Tehran has denounced the documents on which the charges are based as fabrications provided by the MEK, and has demanded copies of the documents to analyse, but the United States had refused to do so.

The Iranian assertion is supported by statements by German officials. A few days after then Secretary of State Colin Powell announced the laptop documents, Karsten Voight, the coordinator for German-American relations in the German Foreign Ministry, was reported by the Wall Street Journal Nov. 22, 2004 as saying that the information had been provided by "an Iranian dissident group".

A German official familiar with the issue confirmed to this writer that the NCRI had been the source of the laptop documents. "I can assure you that the documents came from the Iranian resistance organisation," the source said.

The Germans have been deeply involved in intelligence collection and analysis regarding the Iranian nuclear programme. According to a story by Washington Post reporter Dafna Linzer soon after the laptop documents were first mentioned publicly by Powell in late 2004, U.S. officials said they had been stolen from an Iranian whom German intelligence had been trying to recruit, and had been given to intelligence officials of an unnamed country in Turkey.

The German account of the origins of the laptop documents contradicts the insistence by unnamed U.S. intelligence officials who insisted to journalists William J. Broad and David Sanger in November 2005 that the laptop documents did not come from any Iranian resistance groups.

Despite the fact that it was listed as a terrorist organisation, the MEK was a favourite of neoconservatives in the Pentagon, who were proposing in 2003-2004 to use it as part of a policy to destabilise Iran. The United States is known to have used intelligence from the MEK on Iranian military questions for years. It was considered a credible source of intelligence on the Iranian nuclear programme after 2002, mainly because of its identification of the facility in Natanz as a nuclear site.

The German source said he did not know whether the documents were authentic or not. However, CIA analysts, and European and IAEA officials who were given access to the laptop documents in 2005 were very sceptical about their authenticity.

The Guardian's Julian Borger last February quoted an IAEA official as saying there is "doubt over the provenance of the computer".

A senior European diplomat who had examined the documents was quoted by the New York Times in November 2005 as saying, "I can fabricate that data. It looks beautiful, but is open to doubt."

Scott Ritter, the former U.S. military intelligence officer who was chief United Nations weapons inspector in Iraq from 1991 to 1998, noted in an interview that the CIA has the capability test the authenticity of laptop documents through forensic tests that would reveal when different versions of different documents were created.

The fact that the agency could not rule out the possibility of fabrication, according to Ritter, indicates that it had either chosen not to do such tests or that the tests had revealed fraud.

Despite its having been credited with the Natanz intelligence coup in 2002, the overall record of the MEK on the Iranian nuclear programme has been very poor. The CIA continued to submit intelligence from the Iranian group about alleged Iranian nuclear weapons-related work to the IAEA over the next five years, without identifying the source.

But that intelligence turned out to be unreliable. A senior IAEA official told the Los Angeles Times in February 2007 that, since 2002, "pretty much all the intelligence that has come to us has proved to be wrong."

Former State Department deputy intelligence director for the Near East and South Asia Wayne White doubts that the MEK has actually had the contacts within the Iranian bureaucracy and scientific community necessary to come up with intelligence such as Natanz and the laptop documents. "I find it very hard to believe that supporters of the MEK haven't been thoroughly rooted out of the Iranian bureaucracy," says White. "I think they are without key sources in the Iranian government."

In her February 2006 report on the laptop documents, the Post's Linzer said CIA analysts had originally speculated that a "third country, such as Israel, had fabricated the evidence". They eventually "discounted that theory", she wrote, without explaining why.

Since 2002, new information has emerged indicating that the MEK did not obtain the 2002 data on Natanz itself but received it from the Israeli intelligence agency Mossad. Yossi Melman and Meier Javadanfar, who co-authored a book on the Iranian nuclear programme last year, write that they were told by "very senior Israeli Intelligence officials" in late 2006 that Israeli intelligence had known about Natanz for a full year before the Iranian group's press conference. They explained that they had chosen not to reveal it to the public "because of safety concerns for the sources that provided the information".

Shahriar Ahy, an adviser to monarchist
    leader Reza Pahlavi
, told journalist Connie Bruck that the detailed information on Natanz had not come from MEK but from "a friendly government, and it had come to more than one opposition group, not only the mujahideen."

Bruck wrote in the New Yorker on Mar, 16, 2006 that when he was asked if the "friendly government" was Israel, Ahy smiled and said, "The friendly government did not want to be the source of it, publicly. If the friendly government gives it to the U.S. publicly, then it would be received differently. Better to come from an opposition group."

Israel has maintained a relationship with the MEK since the late 1990s, according to Bruck, including assistance to the organisation in beaming broadcasts by the NCRI from Paris into Iran. An Israeli diplomat confirmed that Israel had found the MEK "useful", Bruck reported, but the official declined to elaborate.
