THE ISRAELI INFORMATION CENTER FOR HUMAN RIGHT IN THE OCCUPIED TERRITORIES
B'Tselem expressed its grave concern following the renewed fighting in Gaza. During the first 2 months of 2008, Israeli security forces killed 146 Palestinians in the Occupied Territories. 132 were killed in the Gaza Strip and 14 in the West Bank, according to B'Tselem statistics. Of the total number, at least 42 did not participate in the fighting when killed, and 11 were minors. 87 people were killed during January, and 59 during February (until the 28th).
Palestinians killed 2 Israeli civilians, and one member of the Israeli security forces. A woman was killed in a suicide bombing in Dimona, and another man was killed by a Qassam rocket in the Sapir College, in Sderot.
B'Tselem demands that all sides to the fighting strictly adhere to the rules of International Humanitarian Law, and do all they can to protect civilians from the impact of the hostilities. It is absolutely prohibited to direct attacks at civilians, and B'Tselem reiterates its condemnation of the firing of Qassam rockets at Israeli civilians. Directing attacks at civilians is a war crime, and those responsible must be punished for it. Israel has the right and the obligation to protect its citizens from Qassams, but it may only use legal means to achieve this

The American Enterprise Institute for Public Policy Research is a private, nonpartisan, not-for-profit institution dedicated to research and education on issues of government, politics, economics, and social welfare. Founded in 1943, AEI is home to some of America's most accomplished public policy experts--from economics, law, political science, defense and foreign policy studies, ethics, theology, medicine, and other fields. The Institute sponsors research and conferences and publishes books, monographs, and periodicals. Its website, www.aei.org, posts its publications, videos and transcripts of its conferences, biographies of its scholars and fellows, and schedules of upcoming events.
AEI's purposes are to defend the principles and improve the institutions of American freedom and democratic capitalism--limited government, private enterprise, individual liberty and responsibility, vigilant and effective defense and foreign policies, political accountability, and open debate. Its work is addressed to government officials and legislators, teachers and students, business executives, professionals, journalists, and all citizens interested in a serious understanding of government policy, the economy, and important social and political developments.
AEI research is conducted through three primary research divisions: Economic Policy Studies, Social and Political Studies, and Defense and Foreign Policy Studies. It also works through several specialized programs such as the Brady Program on Culture and Freedom, the AEI-Brookings Joint Center for Regulatory Studies, the National Research Initiative (which sponsors research by university-based scholars), the AEI Press, and The American.
Approximately 190 people work at AEI's headquarters in Washington, D.C.--its research faculty of resident and visiting scholars and fellows; research and administrative assistants; editorial, publication, conference, and dining room staffs; and a management team responsible for internal operations and external relations, fund-raising, and disseminating and marketing the Institute's output. In addition, about 100 adjunct scholars and fellows, mainly at research universities around the United States, conduct research for AEI and participate in its conferences. AEI operates a large internship program for college and graduate students throughout the year and offers a select number of graduate and post-graduate fellowships.
