Israel’s High Court of Justice (HCJ) reiterated its ruling that by mid-April 2015 the State Attorney’s Office must announce its decision in the case of the killing of Samir ‘Awad, after the MAG Corps and the State Attorney’s Office had not heeded a previous HCJ ruling that they reach a joint decision in the case and advise of it by 1 March 2015.

B’Tselem criticized the MAG Corps and the State Attorney’s Office for treating court decisions as merely optional recommendations, and their ongoing postponement of a decision concerning measures to be taken against those responsible for the killing of Samir ‘Awad. The family has been awaiting the decision for more than two years.

Samir ‘Awad, 16, was killed on 15 January 2013 by gunshots fired by soldiers near the Separation Barrier in the West Bank village of Budrus, although he posed no danger. Despite the more than two years that have passed since the incident, no decision has been made in the case.

On 18 March 2015 the Civil Administration demolished the tents of 4 of the 9 families in Khallet Makhul. It had previously demolished all structures there in 2013, which were then rebuilt by the residents who petitioned the HCJ, leading the CA agreed to allow the residents to apply for building permits. Approval for the applications is pending, so there is no authority for the current demolition, even by the CA’s regulations. Demolitions are part of a long-standing Israeli policy to displace thousands of Palestinians in Area C. Israel, as the occupying force, must allow the local population to carry on with their lives, allowing them to build legally and preserve their way of life.

Initial report: Masked settlers threw stones at 6 year-old Palestinian girl at the entrance to Havat Maon settlement. The girl was lightly injured in the head from the stones (pictured), and sustained an injury to her leg while trying to escape. She and her father were taken to a police station to file a complaint.

This morning ‪#‎Israeli‬ bulldozers returned to the Jordan Valley ‪#‎WestBank‬, demolishing the homes of four families and farming structures in Khallet Makhul and a farming structure in the village of al-Hadidiyah. The Israeli authorities also confiscated two waters tanks in the 200-person village of al-Farisiyah, which is not connected to a water supply network. The Gaza Strip is the most silenced issue in the current election campaign. Silenced? Apart from certain politicians vying for credit for discovering the tunnel threat, Gaza is completely absent from this election – erased, along with this summer’s unpleasant war. Gaza is gone. Its residents do not exist. The Gazan neighbors of Sderot, Ashkelon, Nahal Oz, and Tel Aviv are invisible.

The ballots we Israelis will cast in Tuesday’s election were printed by a Palestinian in a print shop located in a settlement. Unlike Israeli citizens, this Palestinian worker cannot vote in the elections that will determine the representatives who will make decisions affecting his future. It is Israel, not the Palestinian Authority, which controls most spheres of life in the West Bank. Please share to help us inform of this reality.

For Israelis, voting seems a natural part of life, but for the Palestinian residents of the West Bank (including East Jerusalem) and Gaza, the right to have a say in shaping their lives and their future, effectively does not exist. The democratic principles that the legitimacy of a ruler depends on the public, and that the state exists to serve the people, are denied from populations living under occupation. In the upcoming Israeli elections, yet again, millions of Palestinians will have no say about about their future.

Are you demanding that Palestinians get citizenship and vote in the Knesset elections?

No. B’Tselem does not have a position on the resolution of the Israeli-Palestinian conflict, so long as both parties agree to it and that it will respect human rights.

But Palestinians can vote for the Palestinian Authority bodies?

The Palestinian Authority does not lead a state. Even today, Palestinians live under full Israeli military control throughout the Occupied Territories, including those handed over to the PA. The partial and limited autonomy the PA has to run certain aspects of Palestinians’ lives allows Israel to absolve itself from the need to manage (and primarily fund) infrastructure, welfare and health and education services for the occupied population, while retaining control of the territory and exploiting its resources. The Palestinian Authority is subordinate to Israel and cannot make significant changes, not even in the areas that are ostensibly under its control such as the economy, health and education.

The 20th Knesset might usher in the 50th anniversary of the Israeli occupation. Two generations of Palestinians living without freedom and human rights. Two generations of Israelis for whom the reality of military control over another people has become invisible.

The image is our takeoff on the voter notification cards Israeli citizens receive ahead of an election, indicating where their polling station is. The one we created is addressed to a Palestinian woman from East Jerusalem who lives under full Israeli control, yet cannot vote.

For the second time this winter, Israeli authorities demolished all structures of small shepherding community "Khirbet ‘Ein Karzaliyaha" leaving adults and minors with no shelter for themselves or their livestock in the winter weather conditions.

"During the worst two days of the storm our life was like a nightmare. Water flooded into our makeshift tents and soaked everything. Earth and mud seeped into the spring that provides our drinking water and we couldn’t use the water....

"During the worst two days of the storm our life was like a nightmare. Water flooded into our makeshift tents and soaked everything. Earth and mud seeped into the spring that provides our drinking water and we couldn’t use the water. We don’t have electricity and I only just managed to get a fire going to cook food for my sons. The flocks were also affected and we and our neighbors lost sheep and lambs. All the lambs are sick because of the cold. We don’t know what to do."

Between January 2014 and January 2015, the Civil Administration demolished all the structures in the village three times, and on an additional occasion some of the structures were demolished. Yesterday Civil Administration bulldozers razed the dirt road leading to the community, which is now no longer accessible by car.

The frequent demolitions make reality of life in the village unbearably difficult, with residents living in constant fear of what will happen next. Today, the Israeli media published a short video of two soldiers from the IDF dog unit, filmed by another soldier after they had set dogs on a Palestinian boy. This arrest was part of an official IDF operation, presumably approved by the higher command.
